لم تبدأ القصة من حادثة عابرة في الشارع، بل بدأت قبل أسابيع، حين صدر قرار محافظ دمشق المتعلق بالكحول. هذا القرار لم يمر كإجراء تنظيمي بسيط، بل تحوّل سريعاً إلى رسالة قرأها المتطرفون على أنها فرصة مفتوحة للتقدم خطوة إضافية نحو فرض رؤيتهم على المجتمع. وفي بيئة متوترة أصلاً، لم يكن من الصعب أن يتحول هذا القرار إلى شرارة تمنح هؤلاء جرعة إضافية من الجرأة والتغوّل.
في هذا السياق، خرجت مظاهرة في باب توما. لم تكن دفاعاً عن الكحول كما حاول البعض تصويرها، بل كانت احتجاجاً واضحاً على التعدي على الحريات الشخصية ونمط الحياة. لكن هذه المظاهرة لم تُترك ضمن معناها الطبيعي، بل جرى تقديمها بصورة منحرفة عن سياقها، وتصويرها على أنها “مظاهرة السكرجية”، في محاولة لإفراغها من مضمونها الحقيقي وتحويلها إلى هدف سهل للتحريض والتعبئة.
هذا التحريف لم يكن تفصيلاً، بل شكّل نقطة تحوّل. فمن خلاله، بدأ التحشيد المضاد، وخرجت الدعوات للتظاهر يوم الجمعة بعد الصلاة، ليس فقط في دمشق، بل في عموم سوريا، تحت شعار دعم قرار المحافظ والسعي لتعميمه. وهنا لم يعد الأمر متعلقاً بقرار إداري أو نقاش مجتمعي، بل تحوّل إلى حالة تعبئة عامة قائمة على الاستقطاب، تُستخدم فيها العاطفة الدينية لتبرير التصعيد.
ضمن هذا المناخ المشحون، لم يكن ينقص سوى شرارة صغيرة لتنفجر الأمور، وقد جاءت هذه الشرارة في السقيلبية. شاب من خارج المدينة جاء وتحرش بفتاة، فتصدى له عدد من الشبان، وحدثت مشاجرة انتهت بطرده من المدينة. كان من المفترض أن تكون هذه نهاية طبيعية لحادثة فردية محدودة، لكن ما حدث لاحقاً كشف أن المسألة لم تعد تتعلق بسلوك فرد، بل بمناخ كامل ينتظر فرصة للانفجار.
فهذا الشخص نفسه لم يكتفِ بما جرى، بل عاد برفقة مجموعات وُصفت من قبل شهود محليين بأنها متشددة، ليتم تحويل حادثة تحرش إلى ذريعة للهجوم على مدينة كاملة. فجأة، وجدنا أنفسنا أمام مشهد مختلف تماماً: تجمعات غوغائية بدت وكأنها تتحرك بشكل منظم، مع ظهور السلاح في أيدي بعض المشاركين، تتحرك في العلن وتهاجم مدينة آمنة، تكسر ممتلكات المدنيين، وتطلق النار دون تردد.
والأخطر من الفعل نفسه، أن هؤلاء لم يُوقفوا، ولم يُسألوا عن السلاح الذي يحملونه، ولم تُفرض عليهم أي هيبة قانونية تردعهم.
هنا تتكشف المفارقة الصادمة: في الوقت الذي تتحرك فيه السلطة بكل ثقلها، وتدفع بإجراءات صارمة لنزع السلاح من أطراف أخرى، تُترك هذه المجموعات لتتحرك بحرية، تحمل السلاح وتستخدمه دون رادع. وهذه ليست مجرد ازدواجية في التطبيق، بل خلل خطير في جوهر فكرة الدولة نفسها. لأن أول واجب لأي سلطة، وأبسط تعريف لهيبتها، هو حصر السلاح بيدها وحدها، ومنع وجوده في يد المدنيين، أيّاً كانت انتماءاتهم أو مبرراتهم.
ما جرى في السقيلبية ليس حادثة عابرة، بل نتيجة مباشرة لمسار بدأ بقرار، ثم جرى تحريفه، ثم استُخدم للتحريض، قبل أن ينتهي بعنف في الشارع. والأخطر أن هذا المسار يكشف أن المشكلة لم تعد في وجود متطرفين فقط، بل في البيئة التي تسمح لهم بالتحرك، وفي الإشارات التي تمنحهم شعوراً بأن ما يفعلونه ممكن… وربما مقبول.
ورغم كل ما جرى، فإن موقف السقيلبية كان لافتاً. هذه المدينة التي لم تعتد السكوت على الإهانة، اختارت هذه المرة أن لا تنجر إلى رد فعل مقابل، ليس ضعفاً، بل وعياً بخطورة اللحظة، وإدراكاً أن أي رد مماثل كان سيعني فتح الباب أمام فتنة لا يمكن السيطرة عليها.
المشكلة اليوم لم تعد في حادثة تحرش، ولا في مظاهرة، ولا حتى في قرار بحد ذاته، بل في المسار الذي ربط كل هذه الأحداث ببعضها، وحوّلها إلى سلسلة متكاملة من التصعيد. وإذا استمر هذا المسار دون كسر واضح، فإن ما حدث لن يبقى محصوراً، بل سيتحول إلى نموذج يتكرر، وتصبح فيه الغوغاء بديلاً عن القانون.
في النهاية، المسألة لم تعد تتعلق بما حدث فقط، بل بما يعنيه هذا الذي حدث. لأن أخطر ما يمكن أن تصل إليه أي دولة، ليس وجود التطرف، بل أن يشعر المتطرف أن الطريق أمامه مفتوح، وأن السلاح ليس حكراً على الدولة، بل أداة بيد من يجرؤ على استخدامه.

From an administrative decision to an explosion in the street: how narratives turn into violence

The story did not begin with an incidental street incident; it began weeks earlier, when the Governor of Damascus issued his decision regarding alcohol. That decision did not pass as a simple regulatory measure; it quickly turned into a message that extremists read as an open opportunity to take another step toward imposing their vision on society. And in an already tense environment, it was not difficult for this decision to become a spark that gave those people an extra dose of boldness and aggression
In this context, a demonstration took place in Bab Touma. It was not a defense of alcohol, as some tried to portray it, but a clear protest against the infringement of personal freedoms and lifestyle. But this demonstration was not left in its natural meaning; it was presented in a distorted way, depicted as a “drunkards’ demonstration,” in an attempt to empty it of its real content and turn it into an easy target for incitement and mobilization.
This distortion was not a detail, but a turning point. Through it, counter-mobilization began, and calls went out to demonstrate on Friday after prayer, not only in Damascus but across Syria, under the slogan of supporting the governor’s decision and seeking to generalize it. At this point it was no longer about an administrative decision or a societal debate, but it became a general mobilization based on polarization, using religious emotion to justify escalation. Within this charged climate, only a small spark was missing for things to explode, and that spark came in Suqaylabiyah. A young man from outside the town came and harassed a girl, and a number of young men confronted him, resulting in a scuffle that ended with his expulsion from the town. This was supposed to be the natural end of a limited individual incident, but what happened later revealed that the matter was no longer about an individual’s behavior, but about an entire atmosphere waiting for an opportunity to explode. This same person was not satisfied with what had happened; he returned accompanied by groups described by local witnesses as extremist, turning an incident of harassment into a pretext to attack an entire town. Suddenly, we found ourselves facing a completely different scene: mob-like gatherings that seemed to move in an organized manner, with weapons appearing in the hands of some participants, moving openly and attacking a safe town, breaking civilians’ property, and firing shots without hesitation
More dangerous than the act itself is that they were not stopped, not asked about the weapons they carried, and no legal authority was imposed to deter them. Here the shocking paradox becomes clear: at the same time that the state acts with all its weight and pushes strict measures to disarm other parties, these groups are left to move freely, carry weapons, and use them without restraint. This is not merely double standards in enforcement, but a serious flaw in the very essence of the idea of the state. Because the first duty of any authority, and the simplest definition of its stature, is to monopolize weapons in its own hands and prevent their presence in the hands of civilians, regardless of their affiliations or justifications
What happened in Suqaylabiyah is not an incidental event, but a direct outcome of a course that began with a decision, which was then distorted, then used for incitement, before ending in street violence. The more dangerous thing is that this course reveals that the problem is no longer only the existence of extremists, but the environment that allows them to move, and the signals that give them a sense that what they do is possible… and perhaps acceptable
Despite everything that happened, Suqaylabiyah’s stance was notable. This town, which is not accustomed to remaining silent in the face of insult, chose this time not to be drawn into a reciprocal reaction—not out of weakness, but out of awareness of the danger of the moment, and an understanding that any similar response would mean opening the door to an uncontrollable sedition
The problem today is no longer the harassment incident, nor the demonstration, nor even the decision itself, but the trajectory that linked all these events together and turned them into a coherent chain of escalation. If this trajectory continues without a clear break, what happened will not remain contained but will become a model repeated, where mobs replace the law
In the end, the issue is no longer only what happened, but what this event signifies. Because the most dangerous outcome for any state is not the existence of extremism, but that the extremist feels the path ahead is open and that weapons are not exclusive to the state but are tools in the hands of whoever dares to use them.
