السقيلبية: حين يتحوّل الخلاف إلى اعتداء جماعي

ليس مقبولًا على الإطلاق اختزال ما جرى في السقيلبية بوصفه “مشاجرة فردية تطورت بشكل محدود”. هذا التوصيف لا يظلم الحقيقة فقط، بل يساهم أيضًا في طمس جوهر ما حدث، ويمنح المعتدين والمقصرين غطاءً سياسيًا وأخلاقيًا لا يستحقونه. فالقضية هنا ليست كيف بدأت الشرارة الأولى، بل كيف سُمِح لها أن تتمدد وتتحول إلى اعتداء جماعي يحمل دلالات خطيرة على مستوى السلم الأهلي والتوغل على المكونات السورية التي لا تنتمي للمكون السني.

حين يتطور خلاف ما إلى هجوم منظم أو شبه منظم على أحياء وممتلكات وناس ينتمون إلى بيئة اجتماعية محددة، فإننا لا نكون أمام “إشكال عابر”، بل أمام انهيار واضح في مفهوم الدولة، وعجز فاضح عن حماية المواطنين على قدم المساواة والتوغل تحت مطلة الأمن العام. الأخطر من ذلك أن يتحول هذا العجز إلى شبهة تواطؤ، أو إلى شعور لدى بعض المعتدين بأنهم قادرون على التصرف بمنطق الغلبة، واستباحة المكان والناس والمقدسات من دون خوف من المحاسبة.

المشكلة الأساسية ليست في الرواية الأولى التي تُقال بعد الحدث، بل في الوقائع التي تكشفت لاحقًا: تخريب، تعديات، توسع في الشجار، وظهور دور لعناصر الأمن العام التي يفترض أن وظيفتها الأساسية هي ضبط الأمن لا الانخراط في الفوضى. وهناك تسجيلات مصورة تُظهر مشاركة من عناصر الأمن العام في التخريب أو الاشتباك، فإن هذه القضية أكثر خطورة بكثير، لأننا عندها لا نكون أمام تقصير فحسب، بل أمام مساس مباشر بثقة الناس بالمؤسسات التي يفترض أن تحميهم.

إن أخطر ما في أي حادثة من هذا النوع هو الإحساس الذي تتركه لدى الأهالي: أن هناك من يشعر بالغلبة، وأن هناك من يعتقد أن قربه من الجهة المسيطرة أمنيًا يمنحه حصانة غير معلنة، أو يتيح له فرض سطوته على بلدة أخرى. هذا الإحساس، سواء ثبت بالكامل في التحقيقات أو ثبت جزء كبير منه، كفيل وحده بإحداث شرخ عميق في النسيج الأهلي، لأنه يزرع لدى الناس قناعة بأن العدالة ليست واحدة للجميع، وأن القوة باتت هي اللغة الوحيدة المفهومة على الأرض.

ومن هنا، فإن المسؤولية لا تقع فقط على من باشر الاعتداء أو التخريب، بل أيضًا على كل من سارع إلى تسطيح ما جرى، أو حاول تسويقه كحادثة محدودة لا تستحق الوقوف عندها. فالتقليل من خطورة الأحداث ليس تهدئة، بل إنكار. وإنكار الحقيقة لا يحمي السلم الأهلي، بل يؤجل الانفجار التالي ويجعله أكثر قسوة.

السقيلبية لا تحتاج إلى بيانات تبرير، ولا إلى لغة مراوغة، ولا إلى توصيفات مخففة تحفظ ماء وجه هذا الطرف أو ذاك. ما تحتاجه هو تحقيق شفاف ومستقل، ومحاسبة واضحة لكل من شارك أو حرّض أو قصّر، أكان مدنيًا أم صاحب صفة أمنية. وتحتاج قبل ذلك كله إلى اعتراف صريح بأن حماية الناس لا تكون بالانتماءات، ولا بالقرابة الجغرافية، ولا بعلاقات النفوذ، بل بسيادة القانون وحده.

السكوت عن مثل هذه الأحداث، أو إعادة تغليفها بعبارات من نوع “خلاف فردي” و“حادثة محدودة”، هو مساهمة مباشرة في إضعاف الدولة وتعميق الانقسام. أما الطريق الصحيح، فيبدأ من تسمية الأشياء بأسمائها: ما جرى ليس تفصيلًا عابرًا، بل إنذار خطير يستوجب الحقيقة والمحاسبة والعدالة، قبل أن تتكرر المأساة في مكان آخر.

Saqilbiyya: When a Dispute Turns into a Collective Assault

It is completely unacceptable to reduce what happened in Saqilbiyya to a “personal fight that escalated in a limited way.” This description not only does injustice to the truth, it also helps obscure the essence of what happened and gives the aggressors and the negligent a political and moral cover they do not deserve. The issue here is not how the initial spark started, but how it was allowed to spread and turn into a collective attack that carries dangerous implications for civil peace and for encroachment on Syrian communities that do not belong to the Sunni component

When a dispute evolves into an organized or semi-organized attack on neighborhoods, property, and people belonging to a specific social environment, we are not facing a “passing problem,” but rather a clear collapse in the concept of the state, and a blatant incapacity to protect citizens equally, with encroachment under the guise of public security. More dangerous still is when this incapacity turns into a suspicion of complicity, or into a feeling among some attackers that they can act by the logic of dominance, violating places, people, and sanctities without fear of accountability

The fundamental problem is not the first narrative offered after the event, but the facts that emerged later: vandalism, violations, escalation of the brawl, and the appearance of a role for members of the public security forces whose primary function is supposed to be maintaining order, not engaging in chaos. If there are recorded videos showing participation by public security personnel in the vandalism or clashes, then this case is much more serious, because then we are not only facing negligence, but a direct assault on people’s trust in the institutions that are supposed to protect them

The most dangerous thing about any incident of this kind is the feeling it leaves among residents: that there are those who feel dominance, and that some believe their closeness to the authority in security control grants them an unspoken immunity, or enables them to impose their hegemony on another town. This feeling, whether fully proven in investigations or largely substantiated, is alone enough to create a deep fracture in the social fabric, because it implants in people the belief that justice is not the same for everyone, and that force has become the only language understood on the ground

Therefore, responsibility does not lie only with those who carried out the assault or vandalism, but also with everyone who rushed to downplay what happened, or tried to market it as a limited incident not worth attention. Minimizing the severity of events is not calming; it is denial. Denial of the truth does not protect civil peace, but delays the next explosion and makes it more severe

Saqilbiyya does not need justificatory statements, evasive language, or softened descriptions that save face for one side or another. What it needs is a transparent and independent investigation, and clear accountability for everyone who participated, incited, or was negligent, whether civilian or someone with a security role. Above all it needs an explicit acknowledgment that protecting people is not done by affiliations, geographic proximity, or influence relations, but by the rule of law alone

Silence about such events, or repackaging them with phrases like “an individual dispute” and “a limited incident,” is a direct contribution to weakening the state and deepening the division. The right path begins with calling things by their names: what happened is not a passing detail, but a serious warning that requires truth, accountability, and justice before the tragedy is repeated elsewhere.
